Generally speaking, though common goals do exist among Members of Congress, there is no such thing as a strictly required job roles when it comes to anyone who manages to get elected.
We often see tasks undertaken by Congresspeople which extend the goals of the represented party. Politicians who gain enough signatures be on the ballot and are elected by constituents in their District, can join in supporting one of the candidates. The path forward becomes obvious eventually, through the course of years, after billions of dollars, and many elections are added to the collective experience.
America is an experiment and it’s bubbling over quite a bit right now. What’s to be left in the test tube come 2020 is going to be anyone’s guess.
